Because OnlyFans is complicit in the fraudulent and illegal activity that takes place on their platform. It's in their best financial interest to either look the other way or downright defend these deceptive marketing tactics when brought to their attention.
In any other industry, if you requested a refund after buying something that was so deceptively advertised, you would not only get your money back, but the relevant authorities would take legal action against them. And if they didn't give you a refund, you could go public and shine a spotlight on their crimes. But because of the stigma attached to the sex industry, OnlyFans knows damn well that no one's going to kick up much of a fuss when they get scammed buying porn, so they just keep letting these cunts (and the agencies they employ) get away with it.

actually, I'd like to make a counter point. I think the easiest way to get them to manage themselves is in the relationship between the order servicer and your bank. If you by chance have a public credit union and you reported it to the consumer credit burrow. Then they would first give you back your money (automatically might I add), they will investigate and if they find that it was truly fraudulent then you can keep the money. The way it escalates is then the credit union reports it to the Consumer Credit Burrow, they investigate and sue OF on your behalf and the behalf of tons of others as well as the intermediary that does the transactions between the banks. And they for sure do not want to be known for selling fraudulent stuff. So now OF is on the hook for the money AND THEY will start to self regulate and will punish the women.
There's a reason manyvids and pornhub or Videos Red don't get sued they make sure that their stuff is previewable or you know what you are getting into and can ask for a refund.
