You can easily look up informed consent on transitioning. I know about it because in my early 20s I was thinking about transitioning. I even started self-medicating through online pharmacies. I didn't learn about informed consent until a few months in and then I went to a Doctor about it. He accepted informed consent but he also told me about the risks of transitioning and that's where I declined And stopped self-medicating.

I'm fairly certain England has required therapy for HRT, I don't know about the states because they do that chaotic thing where they make their own rules. But most countries have requirements for diagnosed gender dysphoria over a span of at least one year before giving a script for HRT.
