No, that could get her into actual trouble with the law, she's not organizing this on her own, she's working with some company. You're not giving 3k € to JadeyAnh, you're paying some company to organize a trip, so if she screws them over, they will refund people and can sue her ass if they want to.
To add on to this just for the lolz, punishment in Germany for fraud is up to 5 years behind bars, and/or a massive fine. In severe cases it even can go from 6 months up to 10 years without the fine.
