Well.. none of the new conscripts were allowed to say a word about their NPE sign up until the date NPE announced it on their website... that's sus no ?
Streamers life blood is their followers... not being allowed to tell their followers when they come back as full Twitch members (=with subscription options) is detrimental to the streamers business.
I don't know the Koala guy... so I can't say anything about him.

I don't think they really cared about enforcing that too much - I think every one who joined NPE mentioned it in their streams a long time before they were announced anyway, or heavily implied it at least (e.g. saying things like 'I signed up with an American agency to stay on Twitch').

On the contrary.. all the NPE new members I watch posted messages in their chat not to ask about platform questions before the date they got 'launched on the NPE website'... and every time someone did ask the situation got tense and cringe... the streamers explicitly repeated they could not talk about it... Mods enforced this too urging viewers not to talk about it.

I didn't see this in 1 or 2 chats... but in several. That's what made it feel so sus to me.
