I have looked over many of the threads and cannot find a guide to the placards. I completely understand that 90% are self-explanatory, but some are not, like the "Privacy" tag. Is there a guide to these I am missing?

Has anyone else had any issues clicking on links (specifically thread titles on the watched list or from notifications) and it's loading really slow? I've been experiencing it for the last week or so and usually have to click on the page number link to load threads now. I'm fine when accessing through mobile but using a desktop seems to have issues for me.
