iw3 by nagadomi (Same creator of waifu2x, that's used for image/video upscaling)

They have visual artifacts, but are pretty impressive.
(Videos might use H265. If video stream is blank, then download first)

Have you got a VR headset? You'll need a VR video player that can play SBS Side-By-Side, not 180 or 360 degrees.
It's like watching those 3d movies with the special glasses.

Virtual Desktop on steam is good, it's paid, but there should be other programs you can try to test out first.

Mobile is not as good, but it should still work.
I don't use mobile VR, but you would want a VR player that can understand rotation from the phone's gyroscope or some external sensor. This way the virtual screen stays in place while you rotate your head.
Otherwise you can just fullscreen the image/video on your phone, but that is less immersive and less 3d effect. (Might also need to consider your phone's image ratio of screen)
