There's no reason you shouldn't have access to create a thread there. Can you share a screenshot of the error you get when creating the thread?

You need to be simp rank to make discussion threads, stops lurkers making threads in the wrong place, you would not believe the amount of duplicate or bad request threads we have to delete daily already from lurkers.
