they're used as osts to porn clips that they use to commercially benefit from so hell no they don't fall under fair use. Even if these are stock music the way vmg uses em doesn't constitute fair use at all. they must have some kind of licensing agreement w the music makers otherwise vmg is in infringement big time
the studios do it for a variety of reasons so without hearing it from the horse's mouth we can only speculate why they do this
