We're adding harsher rate limits to both the site and the search function due to the fact that the site is getting crawled by bots to the point that it's making it unresponsive in peak hours.
Search will be live when it finishes rebuilding its index and we enforce the new settings (10-15 mins)
Nope, its for everyone. It's just a rate limit that limits the amount of requests you can do in X amount of time.
It's configured to not be annoying for normal users (if you use a VPN you'll probably encounter the too many requests error pagea a lot more, due to the setting being bound to IPs)

No, it's just requests per second limitation.
There was some slight issue in the configuration, should be working better now.
