The way algorithms work, it's one and the same. If more people look for it, the more likely it will be that the algorithms that suggest videos to the general public will reflect that. Platforms have an incentive to push videos that bring in the most traffic.
Pushed implies premeditation. And it's not like an algorithm can get a studio to hire actors, write a script, film and actually publish the video.
