Months ago There was a bot that downloaded the media, just paste the link in there and the bot give you the media, it doesn't work anymore 🥺
I tried this on a private channel with photo/video and sharing disabled. It looks like it's not a working method. For the hell of it I tried to use jdownloader and it was a no go. I also tried to view the source in dev tools I see the file and page link but when I click on it it gives an error.
A work around I did which is time consuming is to maximize the image or video you want to save and screen record or screenshot. Not ideal and not gonna be highest quality but its something.
I've used the @GetAnyMessageBot on Telegram and it worked fairly well.
Its the same kind of bot as mentioned in this comment. Although the GetAnyMessageBot has some limits on it and the Dev of it tends to ban people who uses it to download porn. And its pretty tiresome if you want to save alot of videos but the Dev provides a paid bot that comes without limits but its a pretty high price. It was 17$ or 17€/month afaik.
Yes you can use Unigram from the Microsoft Store and for Smartphone you can use Plus Messenger.
If the group hasn't restricted saving content then you just right-click an image and select "Save As..." or even better, use the chat export feature.
In other cases, just use any other 3rd party client that has "bypassed" that restriction like Nekogram:

I installed that app on my phone and tried to save restricted content but it wouldn't download nothing.
On android just visit the /internalstorage/Telegram folder, there are the caches of images, videos and round videos that are in Documents folder.

It is a version in the experimental phase, and that is why this version has a security error that causes all chat files to be downloaded without being encrypted in the folder. In other words, you can access all files directly in the folders, including files from groups/channels with restrictions on saving content.

All the downloaded files I found inside the directory "Telegram/TelegramForcePortable/tdata/user_data/files/" (Linux). I don't know how it will look on Windows and Mac, as I don't use them. But look for the folders and you will certainly find it.

One of them is that in groups/channels with saving restrictions, videos do not show the download button with the file size. Then you will have to play the video and wait for it to download. The best way for me was using the TeleFeed bot. You can download from restricted groups/channels. For private groups/channels the bot has to connect to your acc (Not much of a problem for me)

Bro i can find my old script for downloading ! I never tought it would be useful for someone 
... Its using open-source from github for a dumping messages... You can dump private messages but only when you will have an access through your phone or recently a did a script which is sending like the round videos or even voice messages like a regular voice message from a sound. Only think is you have to know the username which starts with @

the Telegram Desktop application will let you export entire discussions, everything, including images.
On the top right of the discussion window, there are 3 dots, click that and pick only what you want, in my case I only save Photos. It will export to the Path it shows on that same screen.
