ISP's have their own DNS servers (by default you use your ISP's dns server) but you should be able to switch yourself to google's dns server 8.8. 8.8 as a work-around. (as long as you don't live in a thrd world dictatorship that also blocks other dns servers)

ISP's ban a whole stack of IP addresses - sometimes under order of their government and sometimes by court order from the RIAA or MPAA. (i.e piracy)

Is just to get a free vpn plug-in for your web browser .. It only takes a couple of seconds to do.

Depends. You should be fine, but if it were me I'd use a VPN, can never be too safe imo. 9/10ths of the time, it just doesn't make financial sense to sue one person for leaking, let alone track them down, but again, never hurts to be too safe.
