Question Windows 11 is blocking ctbrec from starting up. What can I do?

Hi, I've been using ctbrec for around 2-3yrs. Previously on a Windows 10 system and had no real problems with the program, more so that my computer was crap.
I now have a Windows 11 system and have been using ctbrec on it for around 6 months. Until a couple of days ago.
Now when I double-click the .exe file I get a Windows message saying "Microsoft Defender SmartScreen prevented an unrecognised app from starting. Running this app might put your PC at risk."
It gives me two options: 'Run anyway' or 'Don't Run'.
Naturally, I tried 'Run anyway'. What happens is, the ctbrec logo (red box) appears, stays on screen for about 5 seconds, then disappears. The program doesn't start up.
After, when I double-click the .exe, the Windows message doesn't appear. But, again, the logo (red box) appears, goes and the program doesn't start.
I have the latest version of ctbrec. I've done virus/malware scans and I have no problems there. I've restarted the computer. Nothing helps.
In all the time I've used ctbrec I've never seen the "Microsoft Defender SmartScreen prevented an unrecognised app from starting. Running this app might put your PC at risk." I've read something about security certificates. How ctbrec probably doesn't have a sufficient certificate, so Windows is blocking it. But, surely that would affect all people who use Windows and ctbrec, no?
Can anyone offer some help? It'd be much appreciated.

Is there wording that says more info? If so click that and it should pop up to allow you to run.

Yeah. I click 'more info', then two boxes appear. 'Don't run' or 'Run Anyway'. I click 'Run Anyway', the red box/ctbrec logo appears. Stays on screen for around 5 seconds, then disappears and the program doesn't launch. I've checked Task Manager to see if, perhaps, it has launched but something is stopping it appearing on the desktop/taskbar. But, no. Nothing.
Baffles me.

I have done. And, I unzipped the pack into the previous directory. So it overwrites the previous files. But, no luck.
In fact, I've just tried to open ctbrec now and I don't even get the Microsoft Defender message. The logo appears and the program doesn't launch.

Check the cbrec.log file?
You can also try renaming the ~/AppData/Roaming/cbrec folder and see if it then starts cleanly.

Try to whitelist the program in Defender. Microsoft article on how to do so:

Also, check (if applicable) if you have another antivirus program running that might block the software. Whitelist it over there as well.
You could also check Windows Firewall if the application requires and internet connection. Maybe it is blocked over there.
Lastly, you can right click on the ctbrec icon, go to Properties -> Compatibility and set to program to run under Windows 10 and maybe check to box to always run it as an Administrator.
