If something is critical to the operation of an app
it will probably not be stored the developer would not store in the Download folder. Then again knowing how people do irrational stuff, who knows.
Any idea what is creating it? Open one of the files and read the contents, there may be a clue. Considering the size of those files (+1 Mb each ) , the sheer volume (5499 files) , multiple files being created on the same date ... find the culprit and
kill it 🔫 uninstall that , ( or at least turn off any logging, backup function inside the app settings that are creating this mess ). The developer named the folder .tmp , then neglects to clean up the Temporary Files after doing whatever the culprit application is designed to do
If I were in your position, I would remove that folder
even though I am well aware that doing so will inevitably cause something to malfunction. Whatever breaks is the culprit and should fixed/deleted.
