that's a m3u8 playlist file. you can download that file, ( right click , save as ) , and add a file extension .m3u8 to it. Then it will open in a video player e.g. VLC.

Though this particular link will not work because it has expired. See the *Link not allowed because it will expire*1700352000 in the URL you posted., converting that from epoch time to human time using epochconverter.com ... gives Sunday, November 19, 2023 12:00:00 AM. That link expired over two months ago.
