So I know to do a lot of things I have to rank up to Simp. But how can I rank up if I can't even post in threads sharing content?

For example I have content to share in this thread: https://simpcity.su/threads/zoe-rhode.60295
But I don't have permissions to post there. What do I do in this situation?

You can post in existing threads in every category except Onlyfans which is most of the forum.
You can create new threads in the request categories.
