The URLs.txt in a lot of ways is designed to be continuous. Like with simpcity threads for example. They are always updating, you can continue to download them.
I very much got IP blocked with the default rate limit. I connected to a VPN and I could connect to the site again. After about an hour I noticed that it was working again. I adjusted the rate limit down to 20 and went back to a shorter url list. I'm guessing I triggered some kind of DDoS protection.

Can't limit the download speed using CDL. You might be able to using a third party utility and specifically limiting command prompt and python.
